Hi-Tech Park in Saudi Arabia
From December 7 to 10, 2025, the Belarusian delegation led by Kirill Zalessky, Minister of Communications and Informatization of the Republic of Belarus and Deputy Chairman of the Hi-Tech Park Supervisory Board, paid a business visit to the Kingdom of Saudi Arabia.

The HTP delegation included representatives of the Hi-Tech Park Secretariat and 14 resident companies.
The first day, December 8, of the busy two-day program focused on the Park's participation in the talks between Kirill Zalessky, Minister of Communications and Informatization of Belarus, and Abdullah Bin Amer al-Sawahah, Minister of Communications and Information Technology of Saudi Arabia.

The head of the Belarusian Ministry of Communications emphasized the interest of Belarusian IT companies in full-scale cooperation with their Saudi partners: "A special role is assigned to the residents of Hi-Tech Park here," he noted.

During the meeting, the parties emphasized the high potential of HTP resident companies, whose expertise, knowledge, and software solutions were noted as a promising and reliable support for the implementation of the Kingdom's plans for the digital transformation of public administration, as well as a driver for the further strengthening of Belarusian-Saudi cooperation.
The head of the Kingdom's Ministry of Communications highly evaluated the Hi-Tech Park on international markets and concluded: "By collaborating with Belarus, we can all develop and move forward."
That same day, the Park participated in a business briefing at the Saudi Arabian Digital Government Authority (DGA).
DGA experts presented the key provisions of the Kingdom's Vision 2030 development strategy, emphasizing real-life examples of the implementation and use of innovative IT solutions in the country. During the discussion, Belarusian IT companies presented their own modern applied solutions in the areas of smart city development, tourism, public sector, conversational AI and voice agents, as well as autonomous, driverless technologies for transport.

Following the day of discussions, Hi-Tech Park also held a meeting with the Misk Foundation to discuss opportunities for collaboration in innovation and startup development.

The Misk representatives presented the organization's initiatives to support the startup ecosystem, including early-stage project development programs and the accelerator structure. Developing this theme, the Saudi side also commented on the implementation of partner attraction mechanisms, support for technology teams, and access to mentorship, expertise, and growth platforms in Saudi Arabia. During the discussion, the parties focused on analyzing the Saudi side's conceptual approaches to implementing acceleration programs and partnership models.
On December 9, Hi-Tech Park, together with the National Center for Marketing and Price Study and the Embassy of the Republic of Belarus in the United Arab Emirates, participated in the organization and work of the Belarusian-Saudi Arabian Business Forum.

The event took place at the Federation of Saudi Chambers of Commerce and Industry.
At the opening of the forum, welcoming remarks were given by Kirill Zalessky, Minister of Communications and Informatization of Belarus; Igor Bely, Ambassador of the Republic of Belarus to the United Arab Emirates and the Kingdom of Saudi Arabia (concurrently); Hassan Al-Huwaizi, Chairman of the Federation of Saudi Chambers of Commerce and Industry; Walid Al-Arainan, Secretary General of the Federation; and Ghanem Al-Dosari, Chairman of the Saudi Business Council for Cooperation with Belarus.

The head of the Belarusian Ministry of Communications also briefed the Saudi side on the legal aspects of the Belarusian IT cluster and its achievements.
As part of the forum's program, Hi-Tech Park resident companies presented their solutions in the most dynamic IT areas: e-government, fintech, artificial intelligence, retail and marketplaces, and the Internet of Things.
Over 50 Saudi companies interested in establishing cooperation with the Belarusian side in the ICT sector attended the forum and participated in substantive B2B negotiations.

A Memorandum of Understanding and Cooperation was also signed on the sidelines of the event between Hi-Tech Park resident company Delivery Software and the Saudi Arabian company Ethraa Holding. The document is intended to form the basis for promoting Belarusian IT products and solutions in Saudi Arabia and the Persian Gulf.

The second day of the visit concluded with talks between Hi-Tech Park and Saudi Arabia's AI regulator, the Saudi Arabian Data and AI Authority (SDAIA).

During the meeting, IT companies showcased their expertise in AI, data analytics, computer vision, and intelligent automation. This bilateral discussion served as a starting point for understanding how Belarusian solutions can contribute to the Kingdom's national strategy, Vision 2030.
