Hi-Tech Park at AI4Development: а dialogue on the future of AI

On October 7–8, 2025, Minsk is hosting the International forum AI4Development: solutions for Belarus, organized by the Ministry of Communications and Informatization of the Republic of Belarus, Giprosvyaz, and the United Nations Development Programme (UNDP) in Belarus. The event serves as a dialogue platform for discussing strategic aspects of AI development in the country. More than 250 participants from government agencies, businesses, academia, international organizations and foreign countries are taking part in the forum.
Speaking at the session “The state as a customer and user of AI”, Anna Ryabova, the director of Hi-Tech Park, emphasized:
“HTP residents clearly understand that artificial intelligence today is not just a trend, but a point of real competitive advantage. Moreover, they are ready to offer their solutions primarily to the state, viewing it as a key partner and the primary platform for deploying their AI products.”
She stressed the importance of moving from discussion to joint action engaging as many stakeholders as possible:
“It’s not enough to catch up – we must build an integrated model where business becomes an equal participant in shaping the country’s technological advantage in the field of artificial intelligence.”
As a vivid example of AI implementation in industrial production, Andrei Vorobyov, head of the expert office at the HTP resident InDev Solutions, presented an automated system for operating the autonomous quarry vehicles for BELAZ.
“The system builds a digital map of the quarry, identifies movement and loading zones and supports three modes: autonomous, remote, and manual. Emergency stop and equipment condition monitoring are integrated. AI and Big Data enable route optimization.”
He highlighted that integrating AI technologies directly boosts enterprise productivity, reducing downtime and accidents, optimizing fuel consumption, and enabling rapid response to potential shortages, thereby preventing critical disruptions.

Andrei Vorobyov also noted the unique value of such projects in attracting young specialists and highlighted the effectiveness of hackathons held at HTP:
He noted, that these events serve as true entry points for young professionals, where they tackle real-world challenges and find their place in the industry.
During the forum, Irena Cerovic, team leader, innovation, UNDP Istanbul Regional Hub, presented key insights from the UNDP Human Development Report 2025 titled “A matter of choice: People and possibilities in the age of AI.” She emphasized that for Belarus, it is important to channel the potential of AI technologies toward supporting strategic national development priorities, that reflect the needs of society and the state.
